He needs to be more aggressive, right now Obama is very passive. Not doing much, and having bogus meetings.
There's not much else he can do. He can't demand congress to do anything. The president actually has very little power in the US government. He can sign bills or veto them, but congress can still appeal either way. The president is more or less a figurehead for the Government. It kind of is his job to play scapegoat

Anyway back to the topic. It's tough to be president. They do get frustrated by Congress not agreeing with them all the time. But if the president had too much power, then there would be more problems with corruption and dictatorships.
I don't know an awful lot about American politics and i won't pretend to. But isn't it true that although the president is the leader of the country, their polices have to be approved by congress? & That it could be argued Obama wants to follow through on his promises, but congress aren't approving?
Why wouldn't they want to approve of converting to Hybrid energy cars? because when we start to run out of oil and gas, ^^^^^^wayyyy up go the gas prices. Then panic.
The more you wait before massively adopting other energy means, the better for the economy. The natural energy technologies are improving rapidly and the damage in adopting them decreases as time goes. The best course of action would be to adopt them in the last moment.

I have to agree, it makes no sense to commercialize a prototype, so to speak. Energy powered cars still need too much energy (and if you consider the energy sources aren't all 'clean' sources, that doesn't even make the cars so much more ecologic)
