That was because the military had sent up a bunch of little kite-like floating cages with transponders capable of picking up the shockwave of a nuclear blast. With 3 or more they could triangulate where the blast originated (know where Soviet test sites were or where an attack happened). It was highly classified. One crashed in Nevada when it was likely hit by lightning in the upper atmosphere. They told the nearby air force base (area 51) to clean it up quickly and that it was a top priority (due to the secrecy of the operation). They overreacted (probably thinking it was an airplane prototype or something) and sent a much larger squad than was needed, drawing public attention.
I've heard a few times that the government doesn't release technology to the public unless it's been developed and in use for at least 10 years. So yeah, the government has a lot of things.
And that's the only thing that goes on there. if every country knows where that place is, what's the point of developing anything else? And of course the government has secrets. To them, the public is just a mere factor. But I love governmental signs that hav multiple of these ( * ) heres one i made up.

I think the whole alien conspiracy thing that began in the 50s was the government testing new aircraft such as an early model of the stealth bomber because the first air force pilot to report a serious UFO said it was saucer-like with chips out of the back, more like a bat wing than a circle. The government was probably like, "People are seeing our prototypes! O NOES! We'll need to be more careful with our tests." But then people thought they were alien ships and the government was like "Cool, we don't need to keep the plane tests so discreet anymore because the stupid public still dosen't know they're our planes." But then the public wanted proof of the aliens. The government had none and was like "Crap. There aren't any aliens and we can't display our new planes because they're still secret. Crap."
