I'm not going to make an excuse on the soldiers' behalf because I'm not an expert on Israeli law, however that is also the reason that I won't condemn them. The title says that the father was trying to get water, but is there any proof of that? If one wants to make a claim, back it up with facts, not a video which could have been shot of soldiers taking someone who plotted a terrorist attack away. As the video has no sources, I discard it as mere propaganda.
