The link Patrick gave is good for informational purposes, but I don't think moderators even give out merits anymore (and if they do, it's news to me).
Surprisingly enough, they do. It's just that they have gotten very strict in their requirements.
Mods do give merits. However, merits are rare.
He got it much more recent than that Merits are still going. We are only saying that merits are ditched later. You know, with AG3 coming and stuff. I would say they would have no intention of adding it back in, but they have been changing the site to what was not in closed beta.Answered~
