Anyways to answer your question. A total war may be necessary. Of course, violence may escalate temporarily, but the enemy will totally be eliminated. Negotiations will not work.

2. We are not fighting an real enemy. We are fighting more like armed individuals who hate America and it's allies.
The Taliban has pretty much been defeated now. They are an organized group and if we can get them to surrender that can help. But it seems we are fighting mostly armed individuals.

I agree that American soldiers in Afghanistan are poor boys, haning around in such a tensed conflict far away from home. I think that's why they sometimes get stupid ideas. That does not, however, justify or even trivialize in the least the deliberate murdering of so many civilians during their sleep. So yes, I would be as harsh as possible on this specific soldier.

So somehow the blood spilled of 16 civilians doesn't matter, because a soldier, might, MIGHT, be unhinged? He basically murdered people by just breaking into their homes and shooting them; which is still cold blood murder, and he should face the consequences of that.

Of course it'd be much more offensive and plain stupid to purposely burn qurans, than if it is an accident; still, in both cases I don't see why people have to die for such a thing. Protests, demonstrations, all this is good, but there's absolutely no justification for going on a rampage, assaulting buildings and killing soldiers for this.
@macfan, I kind of agree that you can't be so harsh on a person in such extreme psychological conditions, but if you decide to not recur to heavy punishment to solve the problem the only other logical option to solve it is to remove armed forces from Afghanistan to make sure no other man will be in these conditions again. Not just "we can't really blame him, so let's just pretend nothing happened and let's be ready to repeat this same words when it will happen again in two months."
