Background:

The "Anarchy Wars" a misnomer really, it wasn't anarchy, not completely.
More like if the world went back to ancient greece with all the countries splitting into weak city states bickering with each other and an enclave of a government still pretending to be in control while also trying to convince or subjugate the other city states
Rather then building up to war, the countries devolved into anarchy due to the depression, in 1929 when it first hit there were major grumbles. Stock executives committing suicide rather then lose their fortunes, and millions homeless but within the next year the people fought their government, rising up, mostly ending up as their own little fiefs the size of their house, or the neighborhood. But some of them, usually Officers, former Government employees, even a few enterprising men and took over cities, enforced their own ideals and became city states. You are the owner of a city state and control it as such. Enclaves of the former governments remain strong, and attempt to keep control over the multitude of little self sufficient countries and some are more successful than others.

Rifle range finished? I make sure to check that I filled all the prerequisites I need before I train a group of men that, in turn, will train the rest of my army so be upgraded to regular infantry rather than inexperienced militia.

Also, Radio and Broadcasts has been at 2 turns for a while now.

Another thing, do I have the abandoned countryside as part of my territory?

I research better medicine and medicinal techniques while I upgrade the Triage Center to be able to hold more people. I also line the trenches I have with bunkers to protect from bombs and the like.

I send scouts to survey areas on the borders of the countryside as well as the far west where the artillery hit and then send a message to 'New Berlin' to try and establish diplomatic relations with them.

As I do this, I construct a watch tower in my city to be able to see incoming attacks.

Hm... I ask Hitler if we could have "semi-open borders along with a trading pact without any militaristic assistance from either parties should one of our cities receive and attack from another." So basically, I just want to establish mutual economic relations with 'New Berlin'. That should increase resources, right? Since we're both receiving things we need for mutual value.

Also, since Radio and Broadcasts are done, I get working on creating using radios to communicate during battle as well as propaganda in radios that are used for home entertainment and the like.

After that, I just wait for everything to build.

I politely decline on the basis that since it is our first interaction, it would be dangerous to my city if foreign troops were to be stationed within my territory, especially with unlimited access. Such negotiations would be unreasonable, but I try to establish a trade pact again.

I still construct walkie talkies and radio communication, but I research ways to encode messages so that enemies will have an extremely hard time to decode them, so I'll put using them on hold for the time being.

Walkie Talkies? Were talking modern, by WWII they had large radio packs at best, but early on, even the BEF only had field telephones, which are basically mobile telephones which require telephone lines. Near impossible to catch the transmissions though.

So... we're strictly limited to WW1 tech? Well, I suppose that makes sense, else I'd be hydrogen bombing everything. But still, no walkie talkies? =/
Fine, I create large mobile radio packs capable of sending and receiving blinking lights but instead of standard Morse code, I try to create an alternative type of code so that outside nations won't decode it.

Also, I try to raise morale by creating radios for entertainment purposes.

Also, I start creating pigeon farms and such so that I can use them as carrier pigeons, since I assume they'll be more practical and reliable than radio messages.

I'll make 10 unarmed vehicles, and 5 armed ones. So 2500 resources.
