A man lives on the 20th floor of an apartment building. Whenever he needs to get to his apartment from the bottom floor, he takes the elevator to the 8th floor and walks up the stairs the rest of the way. He only takes it all the way up if there is more than one person in the elevator or if it is raining. Explain both scenarios.

He is a dwarf/short person and can't reach the button to the 20th floor so he goes to the highest one he can the 8th and walks the rest. If it's raining the has an umbrella to reach the button.
