but wat does he mean about halloween contest? like halloween art or a halloween inspired FR2 track or sumtin? I dont get it

There is obviously a loss in communication here.The first person should have gone into better detail.I think what he means is that it is a contest for people to create Halloween themed games.Most the ones from last year are still in the Misc. Category of the site,and apparently the winner was awarded $1000.I am not sure of this,but I think that is most likely the case,and it is what I gathered from all of this.

Thank you for explaining this to everyone crimsonblade55. And if this results in making Halloween games i would like this because there are not alot of Halloween games that are not that good.
