What is the most evil man in the world??? I think it is Osama Bin Laden, because he killed so many thousands of people, or maybe Ahbanienajab (I know I didn't spell it right) For how many people he's going to kill.

There have been worse then Jack the Ripper, look at Ed Gein for example. The most evil depends on your definition of evil and just about all of the "evil" people can at least in their mind justify what their doing is right. Most evil acts are carried out for good reasons or for a greater good. Even some of the Nazis thought they where doing some good in the camps (especially the high ups) and we consider them evil. There was also a Jappanesse man who did something similar to the Nazis in the sino war and some argue he was worse. But if you asked those men if they where evil or if what they where doing was evil they would say no and explain what they are doing as they see it. Evil is never done for evil but for a perverted sense of good.

Woah If you look at his letters it shows rather that Stalin actually had no idea that a famine was going on. He certainly didn't order executions of a million farmers. Do you mean the deportations of the kulaks? About 1.2 million were deported yes, but only 70,000 executed.
And what god dam reason would he have for executing whole towns? Thats just ridiculous.
Napoleon Banaparte was probably the closest thing to "evil" in history. Personally, I don't believe in evil, because in order to be evil, you would have to think that what you are doing is evil and not the least bit justifiable, and then do it anyway. No one does this. Napoleon is close, because he essentially invented the concept of a modern nationwide conscription just so that he could get his revenge on the French people. This idea has become very popular with most countries, and has fueled many wars since Napoleon's time. His home country of Corsica was actually invaded by the French when he was a child, so he has a legit reason for hating the French. Also, the French made fun of him when he was at a French military school, which just pissed him off more. Napoleon rose through the military ranks quickly because he was willing to do anything. He once turned a cannon on a mob of civilians just to get bonus boints with the French command. After seizing control of the French government, the first thing Napoleon does is start a war with the rest of Europe. Then he drafts millions of Frenchmen to send to their deaths in these wars. He knew from first hand experiance how horrible war was, but he did this anyway because he was angry and power hungry.
Can someone psychotically mentally ill be considered evil? He was insane. He had no control over his actions.

There is no 'evil' person in this world. We are all capable, and given circumstance, willing to do unspeakable acts of 'evil'. Most serial killers are excluded because, more often that not, they were incapable of stopping themselves. Once they did it once, they could not stop. People don't kill each other for fun and no reason. There is always an underlying cause.
Now, mass murdering dictators. Stalin, Mao, Pol Pot, Napoleon. They are not evil, as what they did was not done for the sole intent of killing and destroying. They were doing it for underlying reasons that are not evil in themselves. Their actions were unspeakable, maybe evil, but they as a person were not evil.
To truly find one who was evil, they have to do their respective acts, without cause of mental illness, and without underlying political and/or personal reasons. Basically, a true psychopath. Not someone who kills for politics, because they can't stop, or because they are power hungry. You're looking for someone who kills for fun, for pleasure.

It's hilarious when people get hurt in stupid ways. Anyone and everyone laughs. Some people like actually doing that.

Politics in itself requires lack of morality. They aren't evil at heart. Them as people are not evil, their actions are.

He did far more than burn Rome. However, he did modernize much of it in the process, and it was never truly confirmed that he started the fire. I think his scapegoats covered that one.
Stalin did use harsh methods.... it is true..... but Soviet Russia did make huge advances in technology and wealth that enabled it to survive. Think.... if the Soviets did not develop nuclear weapons, would it be free now? Every country has leaders who have used harsh methods to bring great progress to their country.... so Stalin cannot be called the most evil man in the world. Personally, I think Baitullah Mehsud, leader of the Taliban in Pakistan, comes close to evil... he has encouraged violence that has crippled the country and is one of the greatest problems faced there (along with government corruption and greed)... what he is doing has no basis in religion.... it is simply mindless, animalistic carnage.
