The body will have to grow altogether if it is to enlarge in brain size, stomach, arm, etc.. Unless this person has a case of progeria. She cannot grow if nothing else grows period. It seems as though she is an infant forever, but dies that way.
Actually, the first sentence states that she has the mental capacity of an toddler.
I see...so 16 total years of mentally being a toddler. That must be quite an experience! But..what if it is as I said: she will continue to be a small child when she's 70 years old and dies the normal human live span? That's a tear jerker right there.
