That has literally nothing, nothing, to do with limiting the human population. If person A lives in location X or location Y person A still exists as a person, nothing changes.
My answer to that is simple, limitations. America and its immigration laws are pretty vague. You can come to America, take a test, and (if passed) can be a citizen.

You do realize we were talking about the planet as a whole, yes? Also as someone who has seen that test, I can tell you this much: It's not a walk in the park, I've had teachers who've told me they wouldn't want to take that test. In addition, American immigration laws aren't all that lax. Also there is a limit on the number of immigrants per year, they don't just let everyone and their grandmother move in.
So the government might say our population is 1,000,000 people, but subtract the illegals, and its maybe around 600,000.
