These are the players who, click on a game..While it's still loading rate it a random number....then they post "good game" or "EPIC" and then click back and go to a different game and repeat...
The 30 seconds rule is pretty fair imho... prevents opening 10 pages, rating & commenting & closing in 10 seconds, so no AP farming. On the forums it's no issue either, since if you can write two posts within 30 seconds, the posts weren't that relevant anyway.
If we didn't have the 30 second rule, do you know how many gold kings this site would have in one day? Do you know how long it takes to click 8750 times? Under an hour. This simple little rule has saved this site from being overrun by superspammers every day.
I think keeping the caps lock rule helps keep proper grammar. As for the 30 sec rule, I didn't know it applied to all topics. By that I mean I didn't know that if I commented on a game, I wouldn't be able to pst a thread 15 sec later.

Having the caps locks rule prevents people from using excessive caps lock with their posts and comments so that they aren't hard on the eyes. And some people might take offense to all caps since people view it was yelling on the Internet.
