ok what do i have to do to get the white phial i did the quest and found it for the guy but my brother read in a magezine or something that i should receive a letter from a courier after a few days and start on another quest for him and get the white phial but i haven't gotten it yet and it's been prob a month and a half game time

"Where did he come from?!" Any one ever get stopped by some fugitive while you were fighting? He just comes out of no where and gives you a stolen item. Then he walks away. If you follow him, you will eventualy find the owner of the item. You could give it to him, but it would fetch a fair price if you kept it(depending on the item that is).

Ya Skrim developers put in many random ocurences to make the game seem like real life.

So you're saying people appearing out of thin air, dragons flying in the sky, and ice wraiths are all a part of real life.

Have you ever been ambushed by mages while on a bridge heading to a major town with guards on the bridge? At first I thought they were after me, so I almost took a guard's arm off.

I can't even find 3 dragons at the same time. I couldn't even kill two dragons at once. Pretty sad I know, but I was a low level.

I somehow got infected by an ice wraith. It gave me oppressive fog.
How do I get rid of it?

Found out what it was. It was a dark cloud that if you go into, your senses go down. It was on the Throat of the World mountain.

That's because the quest to repair the phial sends you to the throat of the world, to the very tip of it. And because of that, the main quest to go there is a prerequisite for the repairing quest. I guess you didn't do that yet.
