The top level that is displayed, yes. But lookie at what UESP says (I can confirm out of first-hand experience):
"Quality levels continue past Legendary, although the displayed quality will not reflect that. Each new level increases armor ratings by 3.6 and weapon ratings by 1.8, resulting in an increase of about +0.1 per effective skill point for armor, and +0.05 for other items." Skyrim: Smithing - UESPWiki

Oooooooh. I will be sure to use that to my advantage. I find it rather foolish of Bethesda to not include Arrow Smithing, though.
I got the game last night for my new computer. I was able to run it on the high settings perfectly, then i realized i was on power saving mode instead of high performance mode, and I'll try it on the ultra settings tonight. I only played for a tiny bit, so the only decision i've made so far is to be a dark elf.
I Like Oblivion way better than skyrim better story line, longer story but skyrim isn't bad at all i beat it in about 3 days and now i am maxing my skills i am an 2 handed orc my 2handed is 80+ so thats an achivement.

Wow... for me, Skyrim is a better Oblivion, in all aspects. Storyline of Oblivion was uncreative, graphics and system wasn't that good, and people looked awful.
But, yes the storyline in Skyrim still doesn't come even close to Morrowind.
3 days you say? You must have been playing all the time then. Maybe you would have enjoyed it more if you had played more smaller portions and also done side quests. You know, Skyrim is great in that it has a lot to do next to the main quest.

Yeah I like doing the side quests. There are all sorts of them that want you to do different things.

i got over 200 hours now and i have only done like 50% of the side quests. and i hav't done the main story (only untill the negotiations there i got stuck) and mage guild yet. i can easly do another 200 hours whit stuff i didn't do yet. and after that it is time download new areas and quests. or hopefuly the expension will be done by then.
as i said before i'm pretty sure that mods are illegal maybe not for the comp where you can just edit the game file or whatever but for systems they are illegal and you can and prob will be fined if caught
as i said before i'm pretty sure that mods are illegal...
Mods are not illegal. Bethesda itself released the Creation Kit (an editor) that they had used to build the game. Heck, Morrowind and Oblivion had one of the most active modding communities.
While I'm not aware of coding differences for the PC, Xbox 360 and PS3, running a mod meant for the PC on an Xbox 360 is nigh impossible. Also, Microsoft and Sony have certain regulations in place to prevent that.
