By using the capital/important city of the nation (since using Jerusalem is controversial) inside a statement, it's merely another way to refer to a country. Hence the article is NOT telling the Israelis to stop building in Tel Aviv, but to ask Tel Aviv, that is, Israel to STOP building settlements in I quote,
''it is necessary for Israel to completely stop settlement activities" in the occupied territories''.

Yes, it is unreasonable for the Palestinians to demand for preconditions. BUT, Israel is merely focussing the world's gaze on this issue, which is of course the Palestinian fault, when the larger picture at hand is that it still has NOT stopped it's settlement program.
In effect, showing, that it doesn't want peace, even as it hypocritically pushes all the blame on the Palestinians based on a convenient high profile spat between individuals.

In which way is Israel in the wrong here? They are sitting at the table with their hands folded, and the Pals are throwing a tantrum not only refusing to allow Israel to voice legitimate security concerns, but also demanding ridiculous concessions! Even if the settlements are stopped effective immediately, the Pals are still demanding more.

The Palestinians are unreasonable which the Israelis jump upon, inflate and claim that is the reason the peace treaties don't go past, whilst in the background they don't even want peace as seen by the settlements. So they conveniently dump the excuses on the Palestinians when they themselves have no intent to even seek peace, in effect pairing a reversal that is wholly false.

They stopped the settlements for 10 months last year, with an extra 2 tacked on at the end. The Pals refused to go to the table then, and I doubt they would go to the table if all of their conditions were met this time.
