What do they mean when the Pentagon lacked military precision though?
I believe that means that they were inefficient in carrying out their assigned task.
Also, since that has come to light, what if there's a study into it? Or a series of increasingly complicated reports? I mean, I assume there'll be at least one report, it'll be a minority report amongst all these studies though.
