And what are vectors/how do you do them?
Vectors are basically shapes that you can scale to any size and they won't pixelate, like normal editors do. A tiny circle you make will still look like a circle if you blow it up ten times.
The program at the top of my mind would be Inkscape. I don't know if you can do that in Photoshop or GIMP or the like, since they are built mostly to work in pixels. I don't know if they have support for vector scaling or not, though.

Killersup might be able to participate in this one, two questions though,
first question: When is it do?
second question: If Killersup were to upload a picture, can somebody else find a way to scale it down? Killersup doesn't yet know how to do that...

I can answer the second question... You can do it in paint. There is a Resize Function in it. Otherwise, you can also do it in photobucket but i suggest that you do it in paint.

You can use Microsoft Office Picture Manager too. It also has a resize option.
There is no firm due date, but it's best if your armatar is submitted by the 25th.
I expect it to last a little longer because this is a winter edition and not solely a Christmas edition.

This. It's also completely excellent if you're like me and are completely worthless at making art. Morphing shapes makes it much more manageable.
