1) Yes, 30 seconds to edit something without an edit badge at the bottom. 10 minutes to edit your reply overall.
2) Not for standard users, but there are moderation tools in place.

IE 9 for Windows 7. Is it supposed to open a new window or something?

No, it should open a window where your post was to edit it. No pop-up or anything. Hmm, IE 9.

This post is intended to test the edit feature. After posting, I will edit this post with the process.

Edit: When creating a post, an edit button pops up. The post becomes a text box. To complete the edit, click Save. Do this within 30 seconds to hide the edit from normal users.
