Welfare is there to help new immigrants to get settled while they go to college. The thing is though, most cant afford to stop working to get into college, and some are just too old.

Well, if they would actually do something with their life, then they wouldn't be paid minimum wage.
Well, this stuff about "immigrants going to college" is just plain false. My mom is an immigrant from the Philippines, and she didn't get welfare to "get settled". The thing is, if you can actually do something that others need you to do, you should be able to support yourself.
Welfare is flawed, plain and simple. Instead of giving out money, it should be spent on actually helping people out. This would prevent abuse, and would help those who actually NEED the help get it.

By giving money don't you help people out? How else do you want the government to help someone?
Well, they could pay for education so that they can get a job and they can support themselves.
This has 2 major problems.
1) Lack of money. It would cost way too much to support free public education. Much more then welfare.
2) Even if college is free, it takes at least 4 years, to graduate. How do people support themselves during these years? And remember, most of their time is consumed by college and studying... A minimum wage job doesn't do good enough anyways.

Welfare is a stop gap measure. We all know that. However, it's a necessary measure because if you need 18 months to train somebody so that they can survive on their own, what will they do for those 18 months? Welfare (theoretically) allows for people to take the time to find other jobs or be trained for a job. Is it a perfect system? No, but at it's heart the concept is sound, it just needs some tweaks to get it working properly.
