As established many "bad" dictators have done positive things. Though Kim Jong-il seems has done little in terms of progression for NK and is ruling over starving people and oppressing them.
Just to be different I will say Omar al-Bashir the ruler of Sudan for the atroscious human rights abuses in Dafur. 200,000 have been killed in the past 4 years and 5.3 millin have been driven from their homes. Despite recently agreeing to a ceasefire it is thought the killing is continuing.
From the 20th century I'd go for Pol Pot. He was one twisted mofo. The camps he set up had lower survival rates than the comparable Nazi concentration camps or Soviet Gulags.

I think Communist might have something to say about it but I think stalin didn't really. I'm not sure if Stalin even made it to communism or if it was just socialism (still confuses me). I suppose it was Marx that "started" it but as a theory.

Hitler killed 6 million jews. Add the 50 million deaths that took place in WW2 and you have a total of 56 million.

I believe it was 12 million German military deaths, 10 million Russian. And if Im right, Nazi Germany was also the cause of 20 million Russian civilian deaths.

Im not going to waste my time. You look it up and you show me. The only source that would tell you that Stalin executed 50 million people is the Black Book of Communism, which its own authors said it was not possible!
Think about it...50 million was 1/3 - 1/4 of the whole population of the Soviet Union. Are you saying 1 out of 3-4 people died because of Stalin during his rule?
That would cause huge economic problems! And I do not see what reason he would have for massacring his own population to that degree.

I despise many dictators... Although like many people my top two are probably Hitler and Kim Jong II. In terms of the United States, George W. Bush was certaintly the worst, in my opinion. One great thing did come out of him: the numerous "Bushisms" and misspeaks in his speeches: "This is the question: is our children educated?" And many more.
