i may agree with Zootsuit_riot, Pol Pot was an awefull one...
i've in Cambodia, I visited Tuol Sleng Museum (ancient jail of the government...), and it's absolutely horrible, it's freaky how they treated the prisonners...
It has been ever harder than in nazis' camps (I visited Strutoff, in France, and it was awefull too...), it's just terrifying!!
So when this man moved all the population of Pnomh Pehn to the countryside, I think he obtained the right to be one of the worst dictactor ever...
Of course we don't know a lot about medieval or really ancient dictators (well I don't know a lot), but It must have been hard times to...

like genghis khan, one thing people dont know is that before genghis appeared, the people who would later kill for him were killing eachother.

worst dictator....hm.... King Xerxes of Persia. His immense empire had the most amount of slaves in any civilization known to man. Slavery is absolutely WRONG MAN!

Hitler was bad, as was Stalin, but a very small spark from hitler set off a technological race that would shape the world today.

the german military was crafting immense rockets to fire at from immense distances at targets. (the first cruise missiles) They were never completed before the Allied Liberation of Germany. Stalin and Truman confiscated the rockets, and with the knowledge gained from how the rockets worked, they were able to set off the space race. Competition made the american and soviet scientists work faster on better technologies, of which was made easier with the scientific knowledge gained from Hitler's rockets.

In theory, Hitler could be the reason that many super-tech things we have today (like Xbox LIVE, immense rockets, and *dont troll me* modern nuclear weapons). So, yay him. Oh wait, he killed 6 million jews, some more million Gypsies, a few more million African Americans, and throw in a hundred (or two) thousand homosexuals.

Hmmm...well, Adolf Hitler was the most brutal, and under his control, millions of Jews were put in concentration camps under horrific conditions, and many died. But if you take a look from the German viewpoint, Hitler must have seemed like a gift from God. They'd just gotten out of WW1, defeated, and were weak as a country. He promised to make them strong, and allied all the Germans under one common banner: hatred of the Jews. At least he made Germany strong, even though millions suffered. And let's not forget the soldiers who died on both sides of WW2, it wasn't just the Jews who suffered.
And Joseph Stalin did about the same; attempting to unite the U.S.S.R. and trying to purge them of corruption. Although he was very brutal, he did lead the Soviet Union into WW2, and we can all agree that the Soviets played a major part in that victory. He made the Soviet Union strong, despite the people who had to suffer and die for it. I'm not saying he was good; but at least something came from the deaths for the Soviets. See what I'm saying?
I'm going to have to put my vote in for Kim-Jong il. Not only is he as brutal and cruel as Hitler and Stalin were(although, admittedly, he has a lower body count than either of them), he has left North Korea floundering. They have made almost no advancement since the Korean War. This shows you that not only is he a tyrant and willing to murder, but he is an awful leader, unable to unite his people or lead them to economical advancement.
