Hmmm...well, Adolf Hitler was the most brutal, and under his control, millions of Jews were put in concentration camps under horrific conditions, and many died. But if you take a look from the German viewpoint, Hitler must have seemed like a gift from God. They'd just gotten out of WW1, defeated, and were weak as a country. He promised to make them strong, and allied all the Germans under one common banner: hatred of the Jews. At least he made Germany strong, even though millions suffered. And let's not forget the soldiers who died on both sides of WW2, it wasn't just the Jews who suffered.
And Joseph Stalin did about the same; attempting to unite the U.S.S.R. and trying to purge them of corruption. Although he was very brutal, he did lead the Soviet Union into WW2, and we can all agree that the Soviets played a major part in that victory. He made the Soviet Union strong, despite the people who had to suffer and die for it. I'm not saying he was good; but at least something came from the deaths for the Soviets. See what I'm saying?
I'm going to have to put my vote in for Kim-Jong il. Not only is he as brutal and cruel as Hitler and Stalin were(although, admittedly, he has a lower body count than either of them), he has left North Korea floundering. They have made almost no advancement since the Korean War. This shows you that not only is he a tyrant and willing to murder, but he is an awful leader, unable to unite his people or lead them to economical advancement.
