I never said tiny. You could base between 2 and 5% of each countries military forces on that island - creating a secure environment.
That could be rather feasible. All you would need is a decent naval presence in the area to minimize the ability for the island to be assaulted, as well as a decent sized garrison and strategic air defenses as well.
Perhaps refining my idea - Instead of 2-5% of a countries military forces they could send an actual figure (100?) people who would then share facilities (garrison, etc) and quarters. Each country would then be on equal footing with equal Military presence and the island would be well defended from terrorist attack. Countries could station military units to provide naval and air defence. Rotas could easily be put in place and shifted if necessary.

I think that would work well actually. It would also create more exposure to troops of all nationalities to eachother and increase cultural awareness. It would be a good step toward helping unify our nations and decrease hostilities.

We could always create some sort of high tech moonbase (like the one in Codename: Kids Next Door). Terrorists would have a blast trying to get up there. It would also be a haven from a possible World War 3 and the nuclear apocalypse that would follow.

I anwered that in my post. HOW DO YOU WANT TO TAKE A TRANSPORT TO AN ISLAND THAT DOESN'T REQUIRE FUEL? FUEL THAT CAN BE IGNITED NEAR THE STRONGEST PEOPLE ON THE WORLD?

Sience fiction is full of stories of centers of goverment detatched from whatever they are governing and becoming narcistic tyrants with a lot of defence from the real population and feeding on it's reasources.
