I am changing my thought...the capital should be mobile so it can be put where they are needed the most. Right now, it should be a the bottom of the Gulf of Mexico.
Really? If the capital is where the decision makers are, and there is a world disaster that needs attention, they should be on hand to make the progress happen faster.

As above, they need to be on hand. Right now there is a huge oil spill going on and BP is not implementing any strategy very quickly to complete the capping let alone the clean up.

Well, why the hell wouldn't it? At this point, there would be more attention to one area if the world leaders were there. Have you ever been around a city that the G8 Summit was convening? I have. There is a TON of security, armored vehicles, aircraft support, etc.; so, having the leaders in harmâs way could (not would) make a bigger difference that what is happening now.
Atlantis? anyone? Hidden city under ocean? There they have advance alien technology because thats where all the aliens we see come from. And people realized this, only around 10% of the sea floor has been mapped, and less than 5% of that is available to the public. And this is accurately mapped not just echo.
