I'm pretty sure the "No shirt no shoes no service" policy is enforced. I also think it would count as flashing. C'mon, use your common sense. If it WAS legal, can you imagine all the rather chubby, big breasted men running around showing off their hairy cleavage? It would make shopping VERY uncomfortable.
There is no law that says you can't do it. Not to my knowledge anyway. However, I am sure there are consequences for doing so. As stated by Valks, use common sense.
Well since your a male no. In fact when we where kids on the way or after a long day at the beach we would stop in walmart with just swim shorts on. If you google people of walmart you will find that there are a lot more horrendus things wandering the halls of your local walmart than some little kid running around without a shirt on. But I would say if you have the urge to go run around with out your shirt on in a public place by all means go do it. Because you wont be able to get away with that kind of childish crap until your an old man.
Its not like I like going to Walmart anyways, if I get kicked out no biggy. But as long as I don't go to jail. And I don't think the swim shorts thing applies if I'm in my pants, and running around like a psycho. But no laws against it. Awesome. I bet I could outrun all the employees there anyways. So maybe.
It's actually illegal to own a store with round doorknobs. I guess if you have one of those house shops, where you sell from your home, you're okay, but I'm not sure. All I know is that you don't have the freedom to put God damn round doorknobs on your doors in your stores.

Nah, we see lots of guys running and or biking shirtless here in the summer, so I doubt it would really be a big deal, particularly if you are a fit male. Females it would not be allowed (Sexist moment in lawmaking)
