I think it's level based. Once you reach a certain level he should come.

do you have to do something before he comes with that message or does he just come at like a certain date. in other words do i have to get to a certain part of the story or do certain other quests before the courier comes with the letter and what do you have to do after the museum or will it be apart of the museum

i get the message everytime when i come for the 1st time in windhelm after compleeting the intro. at the same time you get the info to go to the arcanium

wait so all i have to do is go to windhelm. that doesn't make any sense because i've used to go to windhelm allot but i don't think that i've gotten that letter i'll check when i play. it could be one tf those things that changes from person to person

maybe you just didn't read the leter. and later sold it or droped it somewhere.

If your talking about the courier for the museum in dawnstar to do the mehrunes dragon quest,Don't worry about it I was level 25 before it came and I got it in whiterun with hardly anything done in the main questline.

Here's what the UESP has to say on the courier for the quest:

Sometime after you reach level 20, the Courier will deliver to you the Dawnstar Museum Pamphlet announcing the opening of the museum and noting that admission is free. This activates the miscellaneous quest, "Visit the museum in Dawnstar".

And since the courier can reach you pretty much at every city, it just depends at which city, sometime after reaching lvl 20, you make a halt long enough for the courier to find you. And please, it's Mehrunes DAGON, not 'dragon'.. <.<

To answer the question properly:

Skyrim is the 5th installment of the Elder Scrolls RPG game series. The actual name of this game is Elder Scrolls V: Skyrim

I'll probably be the first one to say this, but I found Skyrim rather... underwhelming. The trailers and the hype were fantastic, but as for the game itself:

I played it for around 10 - 11 hours, and then set it aside (to this day it collects dust).

The game looks great, and the mechanics are nailed perfectly. Now, all we need is a good story. Skyrim is leaps and bounds better than Oblivion in terms of story (Oblivion being a game I couldn't stand to even play for 10 minutes without mods) but it's still a far cry from Morrowind and Daggerfall, which I felt were the defining games of the Eldar Scrolls genre.

Maybe it's because my expectations are far too high: coming off of Fallout: New Vegas (which had so much depth with characters, quests, how your actions affected the world, a reputation system which actually did more than affecting getting arrested, etc.), Skyrim is not just a few steps backwards. It's like stepping into a completely different genre - which makes no sense, as Bethesda collaborated with both Skyrim and New Vegas (admittedly, New Vegas was mainly made by Obsidian, which is why the game feels different I suppose). Bethesda has great world-building skills - now they need the storytelling skills of Obsidian to match.

Metacritic stats for Skyrim reviews:
Positive: 882 out of 1096
Mixed: 79 out of 1096
Negative: 135 out of 1096

13.5% of players didn't liked it.
Overall
Skyrim 8.2
And, for example:
Witcher 9.1
Witcher 2 8.4
