The person you quoted is right because he said it is hard to catch legendary Pokemon unless you use a masterball. He is right because it isn't easy to catch ho-oh or mewtwo without a masterball. Unless you have luck. In your face.

The hardest pokemon to catch was small Abra :P Because of ability to teleport.

the hardest pokemon for me to catch was in ruby regice,registeel/regirock

its ****ing hard to get Rayquaza in a normal pokeball :@ took me a day or so xD

mew/mewtwo are really hard to find...
