All the rare pokemon are hard to catch.

latias(all pokeball types) and moltres(with pokeball). i ran out of everything else!!!

in soulsilver i cought hoh-oh in 3ultra balls same with groudon and rayquaza. hardest was probably mewtwo in pokemon yellow. over 60 ultra ballz. oh and i cought lugia with a poke ball

Giratina / i use every time FastBall(FlottBall) and in the 40round i cathed it with full Hp

dude in pokemon saffire for ds. or gameboy . its pretty hard to catch kyogre . or however u spell his name . somehow i caught him wit a water pokemon ball

I think this topic is pretty moot since you can get multiple Master Balls in the reiteration of Silver and Gold.

the topic's question would be easier to discuss and answer if the topic was about a certain game or series of games (ex, Ruby and Saphire, Gold and Silver, Diamond and Pearl)

Latias is the hardest pokemon to catch I would say.

Raikou, Suicine, Entei

Suicune in Soul Silver, I had to use 15 Pokeballs to catch it.
