I'd torture, what I'd do?, if I could, I doubt I would really care enough [be too concerned with my pet, a dog, naturally] to do anything at all aside from calling the police. Cutting a dog's legs off wouldn't necessarily kill it, but cutting the fins of a goldfish would. So that's totally different.
That depends. Is the dog going to be left on its own? Because, cutting a dogs legs off won't give you much time for saving. You would have to be fast, and than the dog may as well be dead.
