The goal of the two was to allow for equal representation of states (the senate) and representation of the individual citizens (the house).

I believe they did this to go along with something for all of the original states. The smaller states wanted equal representation so their voice would be heard, so they got the senate. The larger states wanted more votes because of their larger populations, so they got the house. Hope I wasn't confusing in the way I said that.
