Game Maker 7 - An extremely popular program that's used by many indy developers to create games. It's extremely easy to use, and is great for those of you starting out. Cost: Free!

by the way it is full version,and can be used the same way as if you were to spend $700 on it.You just need to be a k-12 student or meet one of the other requirements that are listed in the link.Anyways that link will take you to a page where they sell Adobe Flash CS4 Pro for $250.I hope you find that useful.
It takes a while to get used to the new controls, but once you do, you start wishing that all programs were like that. All of the key shortcuts etc make working so much faster.
