How do you pick people to mod that place?

Pretty much anyone who can be objective, smart, and not abuse it. It isn't real serious. Just as an in case if something gets terribly out of hand.

I can't moderate it much b/c of work and moderating AG.

Nonononono, as in the chat sucks unless my noises annoy people. Their anger supplements my Lifestream energy or something.
