I think the quality of schooling has to be increased not the length.

Obama is not an all-supreme being. The states control education. Each individual state sets the minimum time to be spent in school. Even then, each county has their own requirements. Obama can't legally change the length of school days. He can attempt to persuade the states to change, but that's about it.

Yeah, not just the length, but also the quality, and the way teachers are to teach students.

School days are already long enough, that would be total torture.
