Apes also have lips, and can't talk properly. It has mainly to do with the anatomy of the larynx. It's the first place where the outcoming air is being modified, tongue and lips help for 'fine-tuning'. Oh, and think of some parrots who can imitate words quite well. They don't have lips at all

If my dog could talk, it would say: "Give me what you are eating now or I will poop inside the house, again". If my old cat could talk, I think it would say: "Give some milk and it is fine. And why is that dog staring at me?". I don't have that cat anymore.
In a zoo, I think giraffes would say: "Are you jealous of me? Because you will never reach my height. Ever!".
