No. Also there is a child labor law that prevents kids under 16 from getting a job. But I know what you are trying to say.
According to dol.gov, the minimum age requirement is 14. However, there are restrictions on how many hours you can work (along with machines you can operate, wages, etc) until you are 18. Laws vary by state.
Do you live In a large or mid sized city? Because if you do, I'm surpised you don't have somehwhere like that to get condoms. How about a "lanned pregnancy" or "babyfold" building? Those are two more places that you can get them here.
if we do, we haven't heard of one. That kind of information isn't given out in High School here. Also I only had a health class in Middle School, but we didn't talk about sex much. I think it was a week out of the entire course.

try google. it helps really. i mean if people are not able to organize condoms, which is really simple. you go to a pharmacy, a shop or something and just buy them. if you want to have sex just pay the 5bucks. its a lot cheaper than a baby
Seriously, I don't know what you are thinking, but not everything has a 1% chance.
Well the method you mentioned could fail if the person wasn't paying attention, and umm...wrong place. Or somehow inside the sperm can somehow end up in the wrong place. Don't quite remember the whole process, but I know it's possible.
yeah butt sex is not that safe. because the but is very close to the vagina, even if you do not stick it in the wrong place, it can happen that the sperm that is running out of the butt, will end up in the place where you dont want it to be(mainly because you hadnt been there :-)) and then there is a fair chance of someone becoming a dad 9 months later
What I think about Teen Pregnancies is that if they get pregnant because their bf accidentally, they shouldn't have abortion, it's their decision, even with the pill or the condom, they and their boyfriend should know that sex isn't just for pleasure. It's more of a matter of an understanding, just because they want to have sex doesn't mean they should just go out and do it. It's not as simple as that IMO.
